This comment makes sense within a view of the Kingdom of God, where we see God training us to reign with Him forever (Rev. 22:4-5). His desire is to share power—but only so much as our character is able to handle and use for creative goodness in His kingdom. So we must be tested, so that we can be awarded more sharing in His life. For we will only step forward in sharing His power if we are convinced we are ready to share it, and that it would be a good thing to do so.
